The ECU is saying it recognizes the license but doesn't have a matching password to authenticate. This means the ECU has been written on (reflashed) with other software. In order to reflash that ECU, you will need to purchase another license.

There is a connection issue with the lambda controller hardware or the O2 sensor. Check all wiring to make sure they are fully seated into the connectors.

Yes, license transfers are logged, but that's an admin back-end deal that would take a little time to dig up. The main aspect of the matter is that the license to that ECU is still in his name and needs to be transferred over to you.
