R7 wont flash

I can't get the tune to flash to my bike...I have checked the wiring a million times and still can't get the tune to load. I get...

Status: Checking ECU

No Registered ECU found.

Would you like to assign License#7BBXXXXX to this ECU? I select "Yes"

I go thru the prompts to Disconnect and then Reconnect

Then immediately "Write attempt failed"

Status: Invalid ECU code

So what is going on? its very frustrating
