Rev Limiter Ignition Cut

I'm attempting to make my rev limiter ignition cut only but it doesn't seem to function properly. Unless there's something I'm missing but I set the Ignition cut to 10000 low and 10050 high, fuel cut is 12000, and in neutral it still hits the 12k or so (seemed like it was going higher than even the 12k when I did a quick test). Does the rev limiter setting only work under load and in gear?

I'm still testing it so maybe I'll figure it out, but I'd rather not sit and rev my motorcycle in a neighborhood haha.

    Note: The 10000 low 10050 high does not save, both revert to 10000 after saving, requires it to be 10450 low and 10500 high minimum to save. Gonna go give it a shot, but that 10000 low/high setting still should have given some result, again unless it is not looked at in neutral/clutch pulled in, which would be odd.
