so when i select import from pc a window pops up but the the window is empty with nowhere to select import.

What is the exact file that you are using?
i am trying to use a power commander map
but to option to import never pops up
Which file are you trying to import the PC maps to?
it is the 2016 Mt07 Japanese version, if that is what you are referring to
We don't see any issues with the file, when you select the PC import module, the window opens up with the "Extract Fuel Table from File" button prominently displayed, and clicking on that button opens up files in your computer.
this is all i get when i open the PC fuel import
What version Windows are you using?
windows 10
i have tried deleting and re-downloading all of the software and even downloaded different files all of them are the same way with no option to import

There are two Japanese 2016 MT07's that we have in our Tuning Suite. I have checked both and I'm not able to recreate the same problem you are having (see picture above) Are you able to download the software on a different computer to see if you are still having the problem?

I have the exact same problem, running Windows 7 Professional service pack 1.
Please try downloading the latest tuning software. We are not able to recreate this problem..
Same issue here on my laptop running windows 10. I tried it on my desktop (also running windows 10) and it works fine. Both are running the latest version of software. As a possible workaround if you can find another computer that will work load the PC fuel map over the base map and then save to your account and then load the tune on your laptop. This is definitely a software bug that has not been fixed. If anyone at ftecu would like help debugging this I can recreate and I am a embedded software engineer in my day job so I can probably help you.

I can confirm this fixes the problem for me as well. Apparently you can't use a text scaling factor of anything other than 100% with this software.
