Licence "hardfail" issue

in Super Tenere

Hi, been trying the whole day to flash a 13 Super Tenere,it attaches licence but then says"no response". I have tried 2x other pcs and my laptop,as well as a new 12v 1A power supply. interface test with power on is 36 and power off is 0. Looking at the licence I see "hardfail" Please advise if it is this licence "hardfail" thats causing the problemo. I have a good fibre speed.
