Fan temps not changing

Hey i have tried to change fan temps to low 96 - high 100 now a few times it it does not work. infact in raises high to 105 :-( i am trying to change the fan temps in stock file. no luck, any ideas??

The temp setting are in Fahrenheit so the temp of 95 to 100 is to low and out of range.
